Steam cauliflower for 15 minutes or until super tender. Put the steamed cauliflower in a blender and blend until smooth. Add all remaining ingredients (butter, heavy cream, salt, pepper, garlic powder, parmesan) and blend again until well combined. Optional: Top with fresh parsley and a drizzle of butter before serving.
